II. Safety Rules
- An event coordinator will be self appointed and coordinate with the Operations Officer and be appointed by the President. The event coordinator shall be responsible for inspecting all weapons, ammunition, pyrotechnics, and vehicles at the beginning of every event. All questionable cases will be decided by the Event Coordinator or Operations Officer. These two and any designated assistants will form the event safety committee. Violations must be corrected immediately.
- Prior to the start of any day’s event which includes the firing of blanks, everyone will participate in ammo and safety inspections. Anyone not present for the safety inspection may not participate that day
-The following restrictions apply to all individuals at all state sanctioned events.
- Do not fire any weapon at another person within 20 yards.
- No live ammo.
- No wax tipped blanks
- No wood tipped ammo may be fired through open bore weapons.
- No mines, booby traps, or command detonation charges unless approved by the safety committee.
- No Pyrotechnics unless approved by the safety committee.
- No bayonets affixed to weapons at any time.
- No Hand to hand combat, except for staged events during public shows.
- No firing of weapons within 100yds of camp, unless the camp is included in the tactical area of operations.
- No firing of weapons for any purpose, even testing, during the hours of darkness (dusk to dawn) except for the play of a state sanctioned tactical night scenario.
-Pyrotechnics shall be defined as all flares, smoke, mines or simulated ordnance which explodes or burns.
- Pyrotechnics which have been approved by the safety committee may be used. The following restrictions apply.
- Maximum throw weight of any pyrotechnic device is 12 ounces.
- Any metal or wood used in the construction of a pyrotechnic device must be certified as safe by the safety committee.
- Projectiles may not have sharp or hard leading edges as they fly, and may not be fitted with impact fuses.
- Black powder may not be used in warheads. Burst charges must be pyrodex. Black powder is permissible for lift or noise making charges which do not leave the weapon.
- Except for testing in the presence of the Safety committee, Pyrotechnics may not be detonated outside of tactical play.
- At public events only, explosive military type simulators may be used by the Operations officer or by member of the safety committees. They are prohibited at all other times.
- The user of the device is responsible for any resulting fires or property damage.
- If any emergency occurs involving personal injury or property damage (i.e. fires), the situation will be handled immediately. A general cease fire will be called, if necessary.
- Any qualified medical personnel will be identified to all participants prior to the start of any event.
- If no military vehicles are participating in an event, a civilian vehicle may be strategically placed for emergency evacuation only.
- Any participant with a known medical problem or restriction will notify the safety committee prior to any event. See Operating Rule 2.3, exception 2.
-The following safety rules apply to any and all vehicles which are used at any event.
- Any vehicle larger than a jeep, which is moving off-road, must be preceded by a non-tactical ground guide (on foot) who has taken off their headgear. The ground guide is responsible for keeping all personnel out of the way of the vehicle and for alerting the crew of the vehicle to terrain obstacles.
- For safety, armored vehicle drivers and commanders are vulnerable to small arms fire per the normal rules, but only while they are:
- Holding or firing a personal weapon
- Holding or using binoculars
- Talking to anyone who is outside the vehicle, except for a referee or his vehicle’s non- tactical ground guide
- Otherwise, armored vehicle drivers and commanders are not vulnerable to small arms fire of any kind. Passengers are always vulnerable per the standard rules.
- For safety purposes, personnel may not attempt to Board or climb on enemy-operated vehicles. If personnel with grenades or simulated explosive charges can physically touch an enemy vehicle, the vehicle shall be considered knocked out.
- Before each event, each vehicle owner must grant permission before his vehicle can be captured or used by the opposing side.
- Pyrotechnics may not be fired at any vehicle at any time.
- If any vehicle owner does not want their vehicle to be the target of projectiles (rifle grenades, for example), then a default range is assumed and the weapon hits and kills automatically. This range is 35 yds for hand grenades vs. soft skinned vehicles and half-tracks, 5 yds versus tanks and armored cars, 100 yds for rifle grenades and 150 yds for mortars.
- Any abuse of any vehicle by anyone other than the owner of the vehicle will result in immediate expulsion from the battle and possibly further disciplinary action from the Board of Directors
-All participants must read and sign a waiver agreeing to follow these rules at registration.
-Event Coordinator must have reliable means for summoning additional emergency personnel, should it be necessary.
-Safety Inspection shall include an inspection of the weapon to verify that the blank adapter is well attached and functional, and all ammunition will be visually checked to insure it is blank ammunition. The personnel conducting the inspection will provide documentation to the Operations officer of who they inspected.
